The only person I know of who makes them is Stephen Fox in Canada, so he meets neither of your geographical requirements. http://www.sfoxclarinets.com/Bass_Cl_Ext.html

I have also seen David Spiegelthal write about making a low C extension for his bass clarinet on the Clarinet BBoard. I'm not sure if he is on this forum, nor am I sure where he's located.

I would guess that most low C extension projects are going to cost a similar amount to a Kessler Low C bass clarinet, all in.

Yep, Steve and David are the guys I'd recommend for an extension, and yes, a Kessler low C bass is probably about the same price.
