OK so this reminds me of some of the sessions that I’ve done for guys who submit music to film aggregators. Not sure of the correct terminology. The composer/Producer has to stay within fairly strict limitations. In the sessions that I have done I was told to play strictly to the melody and on my solos not to play any high notes keep it in eighth notes. Basically the music has to work well for background music in a film.
There are also guys who will put out CDs/projects with titles like mellow romantic saxophone music.
The saxophone player is obviously a professional and it would be great to hear he/she in a more straightahead jazz setting. Maybe eventually we’ll find out who it is?
I would say they were most influenced by Ernie Watts Along with classic jazz players like Dexter Gordon and Scott Hamilton.

Sounds like something somebody made up while practicing - doesn't really go anywhere.
that's what it's supposed to do. it's supposed to be background music. Most likely this song is "shopped" to filmmakers television movie commercials. Etc. The clients are looking for music that does not draw attention to itself. According to your analysis they have done a very good job at that.
Why? Does he play out of tune and out of style?
Not at all…
And the timing is not that great either
on the contrary, I hear a very professional saxophonist playing what the producer/composer needs him to play.
That's not an easy job.
