There doesn't appear to be any lacquer on the horn - save for a tiny piece just poking up above the bottom bow clamp, adjacent to the Eb guard stay...so it's a stripped horn.
And yes, those are fingerprints - or palm prints at least - and that's what you get with a bare brass horn.
As Milandro says it's nothing to worry about unless you like your horn bright and shiny...and if you do you can always polish such marks out (though you'll just make more of your own in time).
