Anyone who knows about this brand or stencil, engraved Marshall Tenor sax?

well, you would admit this is almost nothing to judge by.

Nevertheless the engraving style and the typeface seems not what modern Chinese or Taiwanese would produce but rather what East German or Bohemian engraving ( Weltklang, Kohlert)
