This is only from personal experience and teaching begining to advanced HS clarinet students.
The problems you describe can come from a weak embouchure, improper reed/ligature placement, taking in too little/much mouthpiece, reed too soft or blown out. I've never had a student squeak from a reed that is too hard.
If you think this clarinetist will accept suggestions, ask them to try raising the reed slightly and take in a bit more mpc. If this works, then they need to bump up the reed strength. How long a person has played means nothing if they haven't learned the basics.
