Yesterday afternoon I opened SOTW on my iPad, 6 years old and can't be updated to the latest os, and got this and I can't figure out how to get normal service resumed. Any ideas?

I've done restarts of the page and rebooted the iPad, the browser no longer updates although it's only the previous version, and I've cleared the cookie stuff.

Exact same thing happened to me. Tried the same fixes, no luck.
What did work is if you scroll down a little past the different section headings, after FAQ there are choices for selecting "Dark Mode" or "Light Mode." It works in Dark Mode for some reason, but in Light Mode it doesn't. I'm assuming the site admins did some sort of "upgrade" :rolleyes: that caused this. I'm using an ancient IPad with IOS 12 that can't be upgraded further.

I’m typing this on an iPad Pro ios16, and this happens to me radomly on different websites while in Safari. It also happens on my workstation running Windows 10 and Chrome browser. In fact, it happened on a website yesterday. It’s like the site loads with data and raw links in a text version, without the pretty HTML stuff to go with it.

I clicked a link that took me to another page on the site, and it loaded properly. Then clicked “back”, and the original weird page loaded properly. I have no idea what causes it, but I have experienced it with different sites, and different devices. For those reasons, I’d say neither your device, nor the SOTW site is the root cause.

I noticed that the site got a new look or theme sometime yesterday. Judging from the screenshot above and the descriptions, it sounds like the CSS (stylesheet) isn't loading all the time in light mode which would cause the site to display just raw HTML without any styling. Dark mode probably uses a separate stylesheet than light mode so maybe there's an issue with the light mode stylesheet. There could also be something in the in the light mode stylesheet that's breaking the CSS like a missing ending curly brace "}" after a class declaration. That would prevent the rest of the stylesheet form loading.
