Just to expand on Doug's comment a little further. Phantom requires a mixer or pre-amp to provide (and I think it ahs to be over XLR as well). If you are planning on connecting the mic straight into a soundcard you'd better check if it has phantom power first.
As Docformat said - "Phantom requires a mixer or pre-amp" - which, if you need to ask, is about true - typically a small Behringer or similar has a small switch on the back marked "Phantom Power" - you set this to "ON" if you need it.
The expert puts sticky tape over the switch so that nobody messes with it.
