That's a tough one. Initially, I'd say relacquer. However, the engraving does seem to be very crisp and I don't see any obvious signs of buffing. Also, I've never seen a Selmer saxophone of that vintage with such a light colored lacquer. Then again, since it's a European horn, maybe the tint of the original European assembled/lacquered horns was much lighter. The horns assembled/lacquered in Elkhart (at least EVERY original laq. I've seen) are MUCH darker in hue. It also looks like the G# pearl is a replacement.
Wish I could give you a more definitive answer, but that's all I've got.. ;-)

Anything that has been to the shop for an overhaul is probably a relaq. It was just automatically part of an overhaul back then. If you didn't want it re-lacquered you had to ask, and it probably got re-lacquered anyway with an "oops! It's a habit."

I’m of the “Don’t pay original lacquer prices if you cannot be sure” and “Don’t worry about original lacquer if it plays well and you’re not paying original lacquer prices” schools.

does ebay in germany not require paypal. interesting to see bank transfer as the only payment option - that would be a red flag for me, well, that and the toilet paper
Maybe its been updated since you saw it, but paypal is accepted, he does require the buyer pays the paypal charges else he won't accept it
Wer bicher mit Paypal bezahlen will um den Ebayschutz zu erhalten: Paypal wird angeboten allerdings muß der Käufer die Paypalgebühren übernehmen. Sonst wird diese nicht angeboten.

Funny, in the German, he says it has good sound, and no signs of repairs or dents, In the english translation he says the same, but adds "I do not know about this sax".
As this is supposed to be one of his collection that he is reducing, this makes no sense... I wonder if he copy-pasted too much?
