I practice gradually decreasing and increasing the speed rather than an even tempo.
Both are good ways to practice vibrato. Sometimes an even tempo is important, at other times it isn't, and at other times it's good to increase and decrease the tempo (or of course not have any at all)

The really important thing is that you control the vibrato, not be controlled by it.

Some people use too much vibrato.
And some use too little.

It is better to use no vibrato than too much vibrato.
I think that all depends on the style of music. Too much, too little... It's best to use just the right amount for the style and occasion, whether that means a lot, a little or none.
