They don't make 'em like that anymore. When I looked at it on eBay, not logged in, I got a bunch of random pictures below, the first one being a hand with a huge wad of banknotes which seemed completely appropriate.

Well, THAT'S just weird as all blankey-blank - yet it looks legit. The weird part seems to be made of the same hard rubber as the ordinary part and it's turned greenish-brown in all the right places and the right color.

Does anyone know what the heck this thing is?

Looks like it is made with an epoxy putty to me. Maybe black Apoxie.
I think you saw it well, it is definitely made of two different plastic.

So someone took a normal mouthpiece and tried to modify this way either for same misguided idea or to compensate for some special need of some sort.

I suspect it was designed to help with air leaking around the mouthpiece at corners of the mouth. It happens to me when I play clarinet. Not on sax because the air pressure is much less.

Maybe made for someone who is missing their front incisors?
