Are all Mark VI tenon sizes the same?
I'm asking because I am considering a (used) aftermarket neck.

No. They changed dramatically over the course of their production, although I personally couldn't tell you which serial ranges have which sizes. I was read on the Ponzol website that Peter refuses to size a neck until you send him your current neck, just because there are so many different tenon sizes and, according to him, there's no way to predict what the tenon size will be on any particular horn of any serial range.

That said I wouldn’t hinge a decision to buy a neck on small tenon differences. This is a fairly easy adjustment any competent tech should be able to quickly perform.

Even within the same year you'll never have a perfect-fit Mark VI neck. I bought a used '54 neck for my '54 VI and it was too tight. Even if it fits you'd want to be sure it's leak-free.
