Has anyone been able to contact Runyon by phone?

i tried the 800 number listed on their site and could not leave a message because the answering machine memory was full.

Any other solutions for a ligature and cap?

Yes, I used a Rovner lig and cap on mine, also fits a Level Air. MKIII/C-3ML. Comes wit a slim cap that fits the application perfectly.

Runyon is being run by his heirs. I get the impression that they may just be making large order stock mouthpieces. Not seeing any of their brand name mouthpieces being made new.

Their ligatures were no good anyhow. I agree that Rovner is the way to go.

Weiner Music has a few Delrin Quantums on hand - I think they buy out music stores or something because they always seem to have some cool stuff and they have hundreds of mouthpieces in stock. And yes, those plastic ligatures that came on the Quantum were the world's worst.
