Key of F b flat

I am trying to learn saxophone on my own using the book Elementary Method.

But I am not sure what it means when the book states in key of F b flat.

Does that mean it’s a new scale ? Or I am playing all the notes in flat?

I agree it best to see the actual language, but it sounds like it might be saying that in the key of F, there is one flat note, which is a B flat.
That would be my guess also. Of course the key of 'Fb' would be E but no one would refer to it that way! It's not like the key of G#/Ab or C#/Db, where in certain situations those keys could be thought of either way (enharmonics).
