Capital University in Columbus, Ohio has a masters in music education with a jazz pedagogy emphasis that I've heard highly recommended from others.

There's probably a ton of others out there - any school offering a masters in music education that has a solid jazz program can probably "make it work" by substituting jazz pedagogy courses as independent studies in place of general music education classes. I did this at Marshall University which I'd also recommend.
