It looks like a Conn stencil. Look at the RH F# key and the bell brace. The octave key and LH thumb rest look like Conn too, although the mechanism doesn't.

I'll say Conn.

thats what i thought at first but then i noticed the c# key guard, that ribbon like guard makes it look like a buescher... but i couldnt identify thye right pinky keys (Eb and C#)

Right! Those pinky keys look familiar, but I cant place them. Could this thing be an early Malerne?

Octave mechanism looks like Buescher or a Buescher copy.

With that C key I doubt it is a Buescher. Andy may be right. That sure looks like a Malerne C key, even if the key guards don't look right.
