My two cents: It looks like the V might have been added later.
Now I'll wait for the real experts to explain!
It definitely is completely different than the numbers, making me think it was later added. The numbers look stamped while the V is etched like the engraving on the bell.

The SN puts it in the post-war period, so maybe the V was for Victory.

1951 is a bit late for a "V for Victory" celebration.
