I have a great buescher TT alto in saver satin, when i play the C note at the octave, the air stream is too fast and the sound rumble like a very fast oscillation. any cue to remedy?

Is it a hissing sound?
Do the octave pads open enough?
Check to see that only one octave pad is open at the same time. One octave pad should be 100% closed when the other one is open.
How is the key height?
Check to see if the C key really closes both the C pad and the C# pad (the small pad that is closed by closing any of the LH stack keys).

Did this happen recently or has this always been an issue?

You can solve this problem by adding a bit of sandpaper to the inside of the tone hole, Curt Altarac has an article on this.
