better for projection?

I currently use an Otto Link STM 7(.110") and was thinkng of a possible mpc change for better projection. Would a berg 100/1 be a better alternative or would a runyon quantum in a similar size of the link(11=.109") bet better to get the same volume plus projection, or would the tip size not really matter as much?. I understand there are better alternatives but I have a price range that doesn't go very far.

Well, the Berg will definitely give more edge than the Link. New Bergs are not all that consistent so you may need to try a few. I don't know the Quantum.

You may also want to consider a Rousseau JDX6-7 or a Vandoren B75. The Rousseau is a bargain.
Bergs usually run smaller than marked. You usually have to try a bunch of the to get one that responds well. High baffle pieces speak easier so it is common to play a high baffle piece that has a .010" more open tip than your Link. But some guys play the same tip opening on all designs.

You should consider trying a baffle in your Link. You can buy a PowerTone stick-on baffle or make one out of dental wax ($2).

I like Quantums, but they may be a big leap in design change from your Link. The feel in the mouth is very small. Try one before you buy it. Consider at a "12". The Custom (Delrin) Quantum is inexpensive, bright and edgy. The metal Quantum is available with a tooth deck so it feels better in the mouth. It is darker than the Delrin one.
how small? I play tenor as well(and even alto too, but that is another story) and I have a link as well as a ponzol m2 , so is the quantum more tenor-sized in its feel or is it even smaller?
maybe try a rico metalite or graftonite? they are very cheap and definatly worth the try and the money
The Delrin Quantums are almost like bassoon reeds. I used 2-3 thick black MP patches to build them up to a better thickness.

Reminds me of an original Level Air, which Santy made for Selmer after they bought Brilhart.
The metal Qs with a tooth deck are similar to the vintage LAs. The new LAs made by Runyon have a larger bite like the Smoothbores. The Delrin Quantum has a smaller bite than them all.
