I just bought this off eBay. It actually plays pretty well (as much as a ligature can do). It's kinda like the evenness of a Rovner but with extra sturdiness from the metal parts. Anyone else played or even seen one of these before?

I have a Bay I use for bari sax and bass clari. Works well enough. No cork though - I wonder if someone added it?
If it works - play it.

Someone had this lig that they wanted to use on a mouthpiece it was a bit too big for so they added the cork to take up some space. Either that or they were concerned about scratches and figured the cork would leave fewer over time than the metal. The cork is probably worth more than the lig.
