Try the Glazounov Concerto. The altissimo is optional.

Not sure what you mean.

Well, there's the Ibert Concertina, the Dubois, the Husa, the Dahl. Those have altissimo, though--and are pretty difficult.

Ibert (you can get away with only doing a bit of altissimo in that) but its not for full orchestra
Dahl - again there are lots of optional altissimo in it
Tomasi - no altissimo
Milhaud, scaramouche
villa lobos - good if you play sop
Rodney Bennet - can't remember if that has altissimo though...
Dubois
