All other things being equal, is an alto significantly easier to blow than a tenor?

Mostly yes. Depending on the resistance present in your setup it is possible that it could be easier to start a note on the tenor than on the alto. However, it is most likely that it will be harder to play long phrases on the tenor than on the alto.
