Does anyone know around what time it became common for baritones to have the low A?

Selmer introduced it as a option on the balanced action baritone as a option in the early 50's. That option carried over to the Mark 6 of 1954-1982 when the super action 80 had it as standard equipment.No low Bb super action 80 baritones. There was no selmer mark 7 baritone. Other manufactures had a low A as a option in the 60's. Now only keilwerth will make a low Bb baritone but as speccial order only.
I believe option of low A on balanced action was 1953 right before the sixes came out. Low A became common I am guessing in the 80's when few manufacturers made low Bb models.

First bari available with a low A was from Selmer, ca. 1948, IIRC.

Selmer did make a MK VII baritone.....sort of. I played it in university. It was a Low A MK VI with MK VII etched on the bottom front. Identical to a VI except for the extra "I"
