I have a Reynolds Medalist Tenor Sax that is stamped made in France. Would this be made by SML? If not does anyone know the maker?

"Reynolds" is probably the world's most popular name for a saxophone.
The horn stamped "Reynolds Contempra" that looks like the horns listed in http://www.saxpics.com/sml/sml_stencils.htm are the horns made by SML.
SML stencils are pretty easy in one respect: if it doesn't look like an SML, it's not. SML stencils don't have customized keywork, etc.: they're just SML's with a different name on the bell.
