Fantasia by H. Villa-Lobos

I would like to know was this concerto specially written for someone by Villa-Lobos? I am now practising this piece and I would like to know more information about this peice.

It's dedicated to Marcel Mule, but Mule never played it. I'm sure someone on the forum could tell you who premiered it (I can't recall offhand). You might get more responses if you post the question in the Classical Saxophone area.
