This is the same sparkle treatment as on the tenors listed on Saxpic's site, and the beautiful tenor in the CyberSax archives. Looks almost like a metal-flake. Buffet also put out some horns with a scratch-sparkle treatment, as if sublayers of lacquer were scored with coarse steel wool yielding fine parallel lines. My SDA alto (17xxx) has it on the keys, rods, and guards. Are there any others out there, or is mine a freak?

those are stress fractures from when the horn was re-straightened after if fell off the bandstand and got trodden on !

Based on recent e-bay auctions for clean SDA altos, I'd guess a reasonable reserve would be around $800-$900 if there's nothing else about the horn's condition that the seller has to disclose. Reserves are a matter of choice, however.
